The Rivers State Command of the Nigerian police has arrested a grandmother in Ozuoba in Obio/Akpor LGA of Rivers State for stripping naked her two grandchildren, rubbed them with pepper, tied their hands with heavy duty wire and locked them up for taking garri and sugar without her permission.
