One Day Consultative Forum For 2024 Budget Preparation: C'River Humanitarian Affairs Commissioner, Dr. Helen Egodo Speaks On Social Protection 

The Honorable Commissioner for Humanitarian Affairs, Dr Helen Agan Egodo delivered a presentation at the 1-day Consultative Forum for 2024 Budget Preparation organized  by the Budget Monitoring and Evaluation Department of Cross River State on Thursday, 7th September,2023 at the College of Health Technology Auditorium, Calabar. 

Present at the Consultative forum was the Governor of Cross River State, HE Prince Bassey Otu represented by the Deputy Governor of CRS, Rt Hon Peter Odey, The Secretary to the State government, Prof Anthony Owan-Enoh, the Chairman, HOA Committee on Budget and Appropriations- Hon Cyril Omini, the Special Adviser to the Governor of Cross River State on Budget, Hon. Otu-ita Otu. 

Others present at the forum were Commissioners, Directors of Establishments, Special Advisers, Permanent Secretaries, Members of the Executive Council of CRS, Civil Society Organizations, Non governmental organizations and members of the public. 

The gathering served as a platform to discuss the prospects and examine relevant components for the development of a feasible budget framework in the state. 

Dr Egodo In her presentation titled “Social Protection: the Paradigm Shift”, discussed why social protection should be incorporated into the People’s First Agenda, asserting that social protection can be utilized as an instrument to reduce poverty, promote grassroots development, manage natural disaster and humanitarian crises that threaten the well being of individuals, families and communities. 

Going further, She noted the existing social protection programs in the state,evaluated it’s challenges, identified practical strategies to implement the program and made viable recommendations for a long term sustainable Plan in the state.

 Dr Egodo commended the Budget Monitoring and Evaluation Department of Cross River state for putting up the event which has championed conversations for a holistic Budgeting and Financing in the state.
